Mortgage rates headed lower today, continuing the downtrend of the past several months. 30 year fixed mortgage rates hit a new low today of 4.28 percent, down from an average 30 year home mortgage interest rate of 4.40 percent. 30 year fixed mortgage rates in Rhode Island are slightly higher averaging 4.32 percent.
